Technical work includes a number of detailed studies of the collection system and treatment plant facilities, including development of a collection system model, evaluation of treatment capacity, risk assessments of treatment plants, and other efforts. 
Planning includes efforts to create an organized framework to fold technical findings and public input together to develop and evaluate alternatives.
Public participation is a critical part of the master plan process and helps shape potential alternatives, as well as potential projects, and the timing and priorities for improvements.
The master plan itself will form the basis for a capital improvement program that lays out improvements to be completed over 30-year period.
