Since 2005, the SF Sewer System Master Plan team has collected and analyzed extensive data, including input from the public, and has used it to develop a recommended program of improvements to address challenges facing the wastewater system. The team presented these draft improvements at numerous public meetings and has now folded them into a draft Master Plan. Environmental review of the draft Master Plan recently began and is anticipated to take about two years. The SFPUC is also doing more detailed design and siting studies of a proposed new digesters facility project for the Southeast Wastewater Treatment Plant and is forming a community task force to help with this process. For more information about the community task force, call Samuel Murray at (415) 554-3275.

Major Activities Conducted to Date

Community Meetings

Since January 2006, the SFPUC has met with 60 community groups and has done informational presentations on the City’s sewer system with all interested organizations. For summaries of public input through these workshops, community presentations, the Web site and other means, see the Public Input Summary reports posted in the Library.


SFPUC Commission Workshops and Updates

SFPUC staff has held a number of workshops and updates for the SFPUC Commission throughout the Master Plan development, the latest in May 2008, to seek input on policy-level direction. The Commission is the mayor-appointed body that oversees the SFPUC. Click here to see presentations provided at these workshops.

Low Impact Development (LID) Strategies Workshop

In spring 2006, the SFPUC held a workshop to review Low Impact Development implementation strategies of the Seattle Public Utilities. Please click here for the presentation summary and slides (Part One, Part Two).

Technical Advisory Committee (TAC) Meetings
The Technical Advisory Committee (
TAC) is comprised of eight nationally renowned experts in disciplines related to wastewater to provide a neutral and independent review of engineering and technical work conducted by the SFPUC.  The Committee had four series of meetings on March 6 and 7, June 1 and 2, September 6, and November 6, 2006. Response Cards from Residents
The SFPUC received and analyzed more than 8,000 response cards that were mailed to all households in San Francisco in February and March 2006 as part of an informational brochure on the Master Plan. See the summer 2006 newsletter for more details.

Public Opinion Research

The SFPUC conducted focus groups in October 2005 and a citywide survey in December 2005 through January 2006 to gauge public awareness and provide input to help shape outreach activities. Click here for a summary of these findings.
