The Southeast Plant is located close to homes and businesses on Phelps Street, Jerrold Avenue, and Evans Street. Some residents, in fact, live less than 100 feet away. The Solids Handling side of the plant nearest to neighbors has been the most difficult area to control. The SFPUC maintains a proactive, weekly odor monitoring program and we are implementing some improvements, however more needs to be done. Local residents also complain about the aesthetic impact of the plant and the fact that it is located in their neighborhood at all. Some have expressed interest in making the plant less visible or moving it away entirely. At 50-plus years of age, some of the facility’s infrastructure is old and in need of repair. Our master plan will evaluate improvements to the Southeast Plant, considerations to move the facility, as well as options to treat more wastewater at other locations.
